Use PowerShell to contact a certificate authority and get a list of issued certificates

I was Selling Powershell to a friend, saying how great it is and he asked me,”Is PowerShell able to contact a certificate authority and get a list of issued certificates, and details on each certificate, etc.”
I was not able to give him an answer, I could not find anything on the net to do this. My question is simple, is this possible? Is there a snap in that will do this?
